I tend to screw things up in terms of what is/isn't allowed because of misreading and/or misconceptions (it's a long story) but I'm pretty sure it says that a page is allowed to be re-nominated. Is there a limit to how many times it can be nominated? Like if it fails, then gets better, bbut then fails again(which it seems like it might from the votes) but gets fixed a 2nd time, can it get a 3rd nomination?
There is absolutely no limit, though of course it is preferred if the article has a different face at each attempt.
