That, people, is an ad space for wikia ads.

It appears they just haven't put them in yet. Maybe they were hoping nobody would notice? Because hell, nobody needs the top of the page anyway, right? And apparently it's impossible to refuse to do anything an advertiser wants, so if an advertiser wants the top of the page, there's absolutely nothing wikia can do about it. Unless it's just a simple mistake, of course?
